Selma Unified School District Maintenance Worker Arrested for Possession of CSAM

Troy DeCarlo Arrested for Possession of CSAM Child Sexual Abuse Material

Troy DeCarlo, employed at the Selma Unified School District’s (SUSD) Transportation Yard, has been arrested for possession of CSAM (Child Sexual Abuse Material). Detectives with the Central California Internet Crimes Against Children (ICAC) Task Force and Homeland Security Investigations (HSI) followed up on a Cyber Tip about DeCarlo at his place of work and arrested him.  The 24-year-old Fresno resident was booked into the Fresno County Jail. Detectives took his electronic devices to pursue further analysis.​

How Prevalent is the Possession of CSAM in the United States?​

Every year, tens of millions of suspected CSAM-related reports are submitted to U.S. authorities. In 2024, for example, the National Center for Missing and Exploited Children (NCMEC) CyberTipline logged over 20 million reports that corresponded to more than 29 million incidents of suspected CSAM or exploitation.​

While incidents of individuals possessing, distributing, and creating CSAM can be found all across the globe, the U.S. hosts a large share of the CSAM content online when compared to other countries. It is true, though, that underreporting and hidden networks do make the true volume of material and abuse largely unknown. Still, a significant portion of minors in the U.S. report having experienced some form of online sexual abuse.​

Working for the Selma Unified School District​

DeCarlo was arrested while working as a substitute maintenance worker/groundskeeper for the Selma Unified School District. While at work, DeCarlo was not alone. He would be supervised by at least one other employee.​

DeCarlo was not in direct contact with children through his employment with SUSD. Despite this, authorities believe that the individuals in the local community may have more information about this case.
